How to Testify Before Colorado Legislative Committees and the State Board of Education

Speaking before lawmakers or the State Board of Education can feel intimidating—but your voice matters. Policymakers need to hear directly from families, educators, and community members about how proposed bills or policies will affect real schools and students. Testifying is one of the most effective ways to make an impact, and with a little preparation, you can share your story with confidence.


Preparing Your Testimony


  • State your position clearly. Begin by saying whether you are for or against the bill or action.

  • Make it personal. Your story is more powerful than any talking point. Share how the policy would impact you, your charter school, or students.

  • Keep it short. Testimony is limited to two minutes (about 300–350 words). See our blog Share your 2 Minute Charter School Story for tips.

  • Write it down. Bullet points help you stay on track and manage time. You may bring notes with you but try not to read robotically.


Testifying in the Room


  • Wait to be recognized. Only speak once the chair calls your name.

  • Stay at the stand. Remain in place in case committee members have questions.

  • Manage nerves. Two minutes goes fast. Take a deep breath, pace yourself, and hit your key points.

  • Be respectful. Remember, policymakers are here to listen to you and represent you.


Handling Questions


  • Heavy policy question? If you don't have an exact answer, you can say you’re not here to speak to the technical details, but you can share your school’s experience.

  • Don’t have the data? Let them know you’ll find the information and submit it later if the committee agrees.

  • Sign up for testimony:

  • Parking: No onsite parking at the Capitol or State Board. Metered parking and paid lots are nearby—arrive early. Options include the Knights of Columbus lot at 16th & Grant and on the East side of the Capitol complex.

  • Capitol entrances: Use the north side entrance (Colfax & Sherman) or ADA entrance (14th & Sherman). Security screening is required.

  • Finding committee rooms:

    • House Committees: Basement hallway or LSB-A (200 E. 14th Ave.)

    • Senate Committees: 3rd floor hallway or LSB-B

    • Other spaces: Room 271 and the Old Supreme Court Chamber (2nd floor)
